Important news for anyone who runs premises or organises events.
Martyn's Law is the new legislation intended to "ensure the public are better protected from terrorism, by requiring certain public premises and events to be prepared and ready to keep people safe in the event of an attack." The legislation was passed in April 2025 and we're now in a lead-in period of at least two years before the legal requirements come into force. :contentReference[oaicite:0]
What you'll have to do depends on how many people it is reasonable to expect may be present at the same time. It's not about the maximum number of people your venue can hold. :contentReference[oaicite:1]
How to assess a 'reasonable figure' for your attendance
Standard Tier premises are those where it is reasonable to expect between 200 and 799 people to be present at the same time. The requirements focus on simple, low-cost procedures designed to help people respond effectively in the event of an attack. There is no requirement to install physical security measures at this level. :contentReference[oaicite:2]
Enhanced Tier requirements apply to premises and events where 800 or more people may be present at the same time. These requirements are more extensive and include considering what public protection measures may be reasonably practicable. :contentReference[oaicite:3]
For premises below the Standard Tier threshold, where you would not expect 200 or more people to be present at the same time, the legal requirements will not apply. However, future good practice guidance may still be relevant and insurers, funders or other organisations may introduce their own expectations. :contentReference[oaicite:4]
More updates will be shared as they become available. No action is required yet, but it is sensible to start becoming familiar with the legislation and considering what it may mean for your organisation. :contentReference[oaicite:5]

Important note
Premises and events do not need to spend money on consultants to become compliant. The Government's intention is that those responsible for premises and events within scope should be able to comply with the legislation without purchasing specialist services. Guidance will continue to be published during the implementation period before the Act comes into force. :contentReference[oaicite:7]
Village halls and community buildings that may fall within the scope of the legislation are encouraged to familiarise themselves with the guidance and begin planning proportionately ahead of the expected implementation date in 2027. :contentReference[oaicite:8]
